DBHDS Comprehensive State Plan (2016-2022)

Section 37.2-315 of the Code of Virginia requires the Department of Behavioral Health and Developmental Services (DBHDS) to develop a six-year comprehensive state plan for behavioral health and developmental services to the General Assembly. 

The Department of Behavioral Health and Developmental Services (DBHDS) in consultation with community services boards, behavioral health authorities, state hospitals, and training centers, individuals receiving services, families of individuals receiving services, advocacy organizations, and other interested parties, develops the Comprehensive State Plan for Behavioral Health and Developmental Services.

The Comprehensive State Plan identifies the needs and the resources required for providing services and supports to persons with mental illness, intellectual disability, or substance abuse across Virginia and also proposes strategies to address these needs. 

The 2016–2022 Comprehensive State Plan is linked to DBHDS' stakeholder driven, multi-year transformation team efforts.
