Rent and Utility Assistance

Portsmouth Area Resources Coalition (PARC) provides an intake service for persons who are homeless or at-risk of homelessness. It is a central intake service that directs and refers persons to available services in the City and region. For more information, please call 757-966-21007.  PARC may be able to directly assist or provide referrals to families in need of financial assistance for rent and utility bills. Families must have eviction notice or utility cut-off notice. 

The federally funded PARC Home Energy Assistance Program (HEAP) may be able to supplement a qualifying household's heating and other utility bill payment by issuing a grant directly to the utility company on behalf of the client. HEAP covers bills for electricity, water, propane, natural gas, wood, oil, kerosene, and other heating fuels.
